To change location of menus you will have to change the Select Layout.

Steps To Change Select Layout:
Go to your menus section where you move your menus on the theme
You will see you can't place any menus except Area 5 & 6
At the top of the page is Select Layout and in the drop down it says Default Layout
Open the drop down and select news
After you select news you will be able to place your menus where you want them for the front page.

Hope this helps with menu location.
